Mission Karmayogi: Andhra Pradesh Ranks First in India for Training Government Employees

At a Vijayawada workshop on September 29, Andhra Pradesh was recognized as India's top state for training government employees under Mission Karmayogi. Here's what the program is and why it matters.

Andhra Pradesh has been named India’s top state for capacity building among government employees, and its chief minister used the moment to press for governance reforms in the age of AI.

What happened

Andhra Pradesh Chief Minister N. Chandrababu Naidu inaugurated the southern regional workshop of Mission Karmayogi in Vijayawada on Tuesday. Officials from Andhra Pradesh, Telangana, Karnataka, Keralam, Tamil Nadu, Odisha and the Union Territory of Puducherry are attending. The event, called Sadhana Shrinkhala, is the first regional workshop under the program and runs September 29 and 30.

The ranking

Andhra Pradesh secured first place nationally in capacity building among government employees. Naidu credited the state’s employees with completing two crore courses through the iGOT Karmayogi portal. In Indian numbering, one crore is 10 million, so that is about 20 million course completions. Karnataka took second place and Odisha third.

The state had a milestone earlier this year too. In January, it became the first state to record one crore enrollments and 80 lakh course completions on the platform.

What Naidu said

Naidu called for revolutionary changes in the governance system and institutions to meet the aspirations of people and harness emerging technologies such as artificial intelligence. He said the next 20 years are crucial for India’s development and urged employees to keep upgrading their skills through capacity-building programs.

He also argued that technology, administrative procedures and coordination among government departments must be integrated to improve the quality of public services.

What is Mission Karmayogi?

Mission Karmayogi is India’s national program for training civil servants. It runs through a digital platform, iGOT Karmayogi, where officials take on-demand, self-paced, competency-based courses. The platform launched in 2022, and the program targets roughly 20 million government employees.

At the Vijayawada event, the agenda included a demonstration of the platform under the Unnati program and discussion of a quality framework and a draft governance framework for training institutions. Capacity Building Commission Chairperson S. Radha Chauhan said the goal is not merely training, but turning every employee into a true “Karmayogi” driven by a spirit of service.

Why it matters

For readers outside India, this is a large public-sector example of a government tying workforce training to AI readiness. It’s also a reminder that a “ranking” here reflects course activity on one platform, not a measure of service quality. Whether more completed courses lead to better public services is the open question the program still has to answer.

What to watch

The workshop continues through Tuesday, September 30. Reported plans include an action plan to turn government training institutions from course-running centers into bodies that actively prepare staff to improve their departments’ performance.
